제 생각으론,

determining이 이 문장에서 쓰이는 것이 좀 어색한 것 같습니다.

문법적으로 who determines whether...라는 구문은 틀리지 않는 것 같습니다.

그렇지만 제가 보기엔 뒤에 있는 대명사 he or she 부분이 마음에 걸리네요.

이 영어표현에서 he or she라는 부분이 명확히 Travelers를 가리킬 수 있는지

모르겠어요.

저는 이걸 문법적으로 보다는 관용적으로 풀고 싶습니다.

보통 interview받다...라는 표현은 다음과 같이 to 부정사와 함께 쓰이는 것이 보통이거든요.
