에서 답이 D인것이 이해는 가지만 B 현재분사로 plans을 꾸며줘도 말이 된다고 생각해서요..ㅜㅜ

이문제 답이 C 인데 이해가면서 D로 과거분사로 leaders를 꾸며주고 based on이 동사가 되면 안되나 하는 생각에 사로잡혀있어요...
