Former Prime Minister Goh Kun has at long last unveiled the extent of his political ambitions.
In what many interpreted as a strong bid for the 2007 presidency, Goh, who has been flooded with alliance offers from the embattled ruling party and some of the minority opposition parties, announced Friday morning his intention of recruiting pragmatic reformists to form a bipartisan group that many speculate as likely to evolve into yet another new political party.
Sporting high support ratings and a shining political career that includes two stints as the country`s prime minister, Goh is seen to have a good shot at the presidency. Backed by a strong political party, his chances may grow even bigger.
"By uniting the country`s moderate and pragmatic reformists, we will mold a new type of pragmatic politics to cater to the changing social and political paradigm," his aide quoted Goh as saying. Goh criticized both the ruling party and the president for failing to synchronize policies with the public.
He likened the organization to a civic movement but did not rule out the possibility of a metamorphosis into a political party.
Goh`s announcement came as no surprise. When he was acting president for Roh Moo-hyun during the 2004 impeachment crisis, many had speculated that Goh would some day seek an official term.
The ruling Uri Party yesterday criticized the veteran politican for the timing of his announcement. Following its crushing defeat against the conservative Grand National Party, Uri fears that Goh`s offer may impede its efforts to keep the party intact.
Uri, spearheaded by outgoing chairman Chung Dong-young, previously sought an alliance with Goh. So had the Democratic Party, but their hopes now appear to be dashed.
DP leader Hahn Hwa-gap yesterday said, "It`s imperative that a political party breed the power to stand independently so as not to rely on external sources for help," indicating that his party is not anxious to engage Goh.
The presidential elections, meanwhile, will certainly look more interesting, pundits say, with the former premier back in the picture.
While most expect it to be three-way race between the GNP, Goh and the Democratic Party, one factor to consider is the snowballing popularity of GNP Chairwoman Park Geun-hye.
Further raising the stakes is the rivalry between Park and outgoing Seoul mayor Lee Myung-bak. Lee said yesterday that he would let the results of the preliminary decide his presidential candidacy.
The DP also has high hopes for next year based on the votes it secured on its home turf of Jeolla Province after snaring two seats in the local elections.
On Wednesday, the ruling Uri Party won only one major race for the governorship of North Jeolla. The GNP swept 12 others including the key areas of Seoul and Gyeonggi Province. With the opposition party heading most of the municipalities, friction is expected as the central government tries to advance on its policy goals.

고건 전 총리가 마침내 자신의 정치적 야망의 속내를 드러냈다.
유력한 차기 대선주자로서 열린우리당을 비롯한 여타 소수정당들로부터 끊임없는 러브콜을 받아온 고건 전 총리는 금요일 요전 실용주의 개혁세력을 통합해서 연대모임을 결성할 계획이라고 말했다. 많은 이들은 이 모임이 신당으로 이어질 가능성이 높을 것으로 추측하고 있다.
국민들의 높은 지지를 받고 있고 두번의 총리 경험 등 화려한 정치 경력을 자랑하고 있는 고 전 총리는 차기 대권을 노리기에 적합한 인물로 간주되고 있다. 정당의 강력한 지지를 받을 경우 그가 대선에서 승리할 가능성은 한층 더 커질 수 있다.
고 전 총리는 “중도실용주의 개혁세력의 폭넓은 연대와 통합을 위한 노력을 적극적으로 해 나가기 위해 시민운동 성격의 연대모임을 결성할 것”이라고 말했다고 그의 보좌관이 전했다. 고 전 총리는 열린우리당과 노 대통령이 국민이 원하는 정책을 외면했다고 비판했다.
그는 연대모임의 성격을 시민 운동에 비유했지만 신당으로의 발전 가능성을 배제하지는 않았다.
고 전 총리의 이번 발표는 충격으로 받아들여지지 않았다. 2004년 노무현 대통령 탄핵소추 당시 대통령 권한대행을 지냈을 때 많은 이들은 고 전 총리가 언젠가는 대권을 노릴 것으로 추측했다.
열린우리당은 어제 고 전 총리의 발표시점을 두고 그를 비난했다. 이번 지방선거에서 한나라당에 참패한 열린우리당은 고 전 총리의 제안이 당을 계속 유지하려는 노력을 방해할 수 있음을 우려하고 있다.
정동영 의장의 사퇴로 충격을 받은 열린우리당은 앞서 고 전 총리와의 연대 방안을 모색했다. 민주당 역시 고 전 총리와의 연대를 바랬지만 이들의 희망은 이제 물거품이 된 듯 보인다.
한화갑 민주당 대표는 어제 “정당은 자체에 대해 자생력을 길러내야지 외부 사람 데려다가 정당의 모양을 갖추고 해서야 정당이 되겠느냐”고 말해 고건 전 총리 영입에만 매달리지 않겠다는 뜻을 분명히 했다.
정치 전문가들은 고 전 총리가 정계에 다시 복귀함에 따라 차기 대선이 보다 흥미로운 양상을 띄게 될 거라고 말하고 있다.
대부분의 전문가들은 차기 대선이 한나라당, 고 전 총리, 민주당 사이의 3파전이 될 것으로 내다보고 있다. 박근혜 한나라당 대표의 지지율 급상승도 고려해야 할 요인으로 작용하고 있다.
박 대표와 이명박 서울시장간 경쟁은 그 중요성을 더욱 높이고 있다. 이 시장은 어제 한나라당 대통령후보 선출 경선에서 패하더라도 이에 승복하겠다고 말했다.
이번 지방선거에서 텃밭인 호남권에서 2석을 확보한 민주당도 양호한 선거 결과를 놓고 차기 대권에 희망을 걸고 있다.
수요일 열린우리당은 전북 지역에서 단 1석을 얻는데 그쳤다. 한나라당은 서울, 경기를 포함한 핵심 지역을 포함해서 12곳에서 승리를 거두었다. 한나라당이 지방 정부를 거의 석권함에 따라 중앙 정부의 정책 추진에 마찰이 빚어질 전망이다.
