Leaders of government, business, religious and civic groups yesterday signed a social convention aimed at tackling the nation`s low birthrate and aging population.
The initiative suggested by a government-civilian panel, calls on society to share the burden and expand support for raising children and improve welfare of elderly people. Prime Minister Han Myeong-sook chaired the meeting for the agreement signed 32 leading figures of the nation.
In the pact, which is not legally binding, they pledged to facilitate the government`s plan to increase the number of state-run childcare centers to 30 percent of the nation`s infant population (aged 0-3) from the current 10.9 percent.
Business leaders promised to build more childcare facilities and introduce more flexible working hours for working mothers through temporary part-time work or working from home.
But it didn`t include specific steps on its recent plans on bolstering financial assistance for maternity and childcare leave.
"Even though the pact doesn`t suggest plans in detail yet, it signifies that the society is beginning to share the problem and is stepping forward to solve it," said an official of the prime minister`s office.
The government said it will also discuss a way to extend the retirement age of workers with businesses and labor groups.
But it doesn`t mean that the management and labor groups will agree over the controversial "Wage peak system." The system refers to an incremental salary cut for workers after they reach a certain age in return for job security.
Signers of the nonbinding pact included government ministers, two leaders from the nation`s largest umbrella labor groups, Lee Yong-Deuk and Jo Jun-ho, Kang Shin-ho, chairman of the Federation of Korean Industries, and Lee Sun-jong, representative of the People`s Solidarity for Participatory Democracy, the nation`s leading civic organization. Political parties have been excluded due to the Grand National Party`s opposition to the president`s proposal.
But some remain skeptical on the practicality of the pact, especially since it has no legal binding power at the moment.
In January, the government launched a pan-national forum to discuss how to increase the nation`s birthrate as well as cultivating elderly-friendly industries for Korea`s aging population. The government-civil panel has been holding a series of informal meetings every month to lead political and social agreement on the issue.
The forum was established after President Roh Moo-hyun proposed creating a new dialogue channel last year through which to solve the nation`s economic and social ills, stressing such issues cannot be solved solely by the government. Tackling the nation`s demographic problem was the first agenda taken at the forum.
The president designated the prime minister as the forum`s co-chair and supervisor.
The country`s low birthrate and rapidly-aging population has recently become a long-term concern for the economy as both factors threaten the nation`s growth potential.
Korea`s fertility rate dropped from 4.53 in 1970 to 1.08 this year, significantly lower than the rate of 2.1 needed to maintain the nation`s working population.
By 2026, the number of over-65s will have exceeded 20 percent of the population, categorizing Korea as a "super-aging society." (christory@heraldm.com) By Cho Chung-un
