Former President Kim Dae-jung has again postponed a visit to North Korea amid mounting concerns that the North is preparing to test an intercontinental ballistic missile, an aide said yesterday.
Kim was scheduled to visit Pyongyang June 27-30 to meet North Korean leader Kim Jong-il.
"(We) decided it is not an appropriate time," former Unification Minister Jeong Se-hyun who led negotiations on Kim`s visit, told reporters in an emergency briefing.
Pyongyang is believed to be preparing for a test launch of its multistage ballistic missile, Taepodong-2, which could reach as far as the United States. The United States and Japan have issued stern warnings against the North`s provocative move.
A visit would be possible only when the missile crisis is resolved, Jeong said.
This is the second time the trip has been delayed. Kim`s visit had originally been planned for April, but was put off until this month due to concerns over its possible influence on the outcome of the South`s May 31 local elections.
However, Jeong indicated the visit would be revived soon should the situation change.
"The North`s invitation to former President Kim is still valid, and the two sides will keep contact," he said.
Political parties expressed regret over the delay yesterday, but took different views.
The ruling Uri Party said the former president`s visit should be realized as early as possible while the main opposition Grand National Party called for the visit to be cancelled, saying the government`s policy toward North Korea should be modified.
"It`s too regretful. We hope the visit to the North would come to pass soon to set a breakthrough to the deadlocked political conditions on the Korean Peninsula," Uri`s spokesperson Rep. Woo Sang-ho said.
"DJ`s plan has a fundamental problem because it lacks widespread consensus of the people ... Our government should mend its North Korean policy, on the basis of reciprocity," the GNP chief policymaker, Rep. Lee Bang-ho.
But the presidential office remained mum about the delayed trip. Aides to President Roh Moo-hyun refrained from commenting on Kim`s decision.
"There is nothing to say about the postponement of the former president`s North Korean visit," Roh`s spokesman Jung Tae-ho said.
Cheong Wa Dae has officially kept to the position that the plan is purely Kim`s individual matter, although it was aimed at reviving the spirit of Kim`s landmark summit with Kim Jong-il in 2000 in view of the current stalemate over North Korean nuclear talks.
Last week the two sides held two rounds of talks to discuss arrangements for Kim`s visit on the sidelines of the four-day celebration marking the sixth anniversary of the historic summit between the two leaders.
The South`s officials, led by Jeong, delivered their proposal on details of the trip during the meeting. The two Koreas agreed on the date for the visit, but failed to agree other details including the method of transportation and the size of Kim`s delegation.
Kim had hoped to travel to Pyongyang via a recently reconnected cross-border railway. But the North rejected the plan after it unilaterally canceled train test runs last month, citing a lack of military security guarantees.
The two Koreas agreed that Kim would travel to the North by land.
On Tuesday, Kim Dae-jung met Alexander Vershbow, U.S. Ambassador to South Korea, to discuss the trip. During the meeting they agreed that the North`s possible missile launch "would only further compound North Korea`s isolation and put it more apart from the international community," according to Vershbow.

김대중 전 대통령은 북한이 대륙간 탄도미사일의 시험발사를 준비하고 있다는 우려가 높아지는 가운데 북한 방문을 또 다시 연기했다고 어제 측근이 말했다.
김 전 대통령은 6월 27일부터 30일까지 평양을 방문하고 김정일을 만날 계획이었다.
“(우리는) 시기가 적절하지 않다고 판단했다”고 김 전 대통령 방북 협상을 맡고 있는 정세현 전 통일부 장관이 긴급설명회를 열고 기자들에게 말했다.
북한은 미국까지 도달할 수 있는 대포동 2호라는 다단계 탄도미사일의 시험발사를 준비하고 있는 것으로 생각된다. 미국과 일본은 북한의 도발 움직임에 대해 강경한 경고를 보냈다.
정 전 장관은 방북은 미사일 위기가 해결되어야만 가능할 것이라고 말했다.
김 전 대통령의 방북이 연기된 것은 이번이 두 번째다. 당초 4월로 예정되어 있었으나 5.31 지방선거에 미칠 영향을 감안하여 이달로 연기한 바 있다.
하지만 정 전 장관은 상황이 바뀌는 대로 방북 계획이 다시 논의될 것임을 시사했다.
“북한의 김 전 대통령 초청은 여전히 유효하며 양측은 접촉을 계속할 것”이라고 그는 말했다.
정당들은 어제 방문이 연기된 데 대해 유감을 표시했으나 견해는 서로 달랐다.
여당인 열린우리당은 김 전 대통령의 방북이 가능한 빨리 성사되어야 한다고 말한 반면에 제1야당인 한나라당은 정부의 대북정책이 수정되어야 한다며 방문의 취소를 요구했다.
“너무 유감스럽다. 방북이 조속히 이루어져 교착상태에 빠져있는 한반도의 정치상황에 돌파구가 마련되기를 바란다”고 우상호 우리당 대변인은 말했다.
“DJ의 방북 계획은 폭넗은 국민적 공감대를 결여하고 있기 때문에 근본적으로 문제가 있다. 정부는 상호 호혜 원칙에 따라 대북 정책을 수정해야 한다”고 한나라당 이방호 정책위의장은 말했다.
그러나 청와대는 DJ의 방북 연기에 관해 침묵을 지키고 있다. 청와대 관계자들은 DJ의 결정에 대해 언급을 회피했다.
“DJ의 방북 연기에 관해 할 말이 없다”고 정태호 청와대 대변인은 말했다.
비록 DJ의 방북 계획이 북핵 문제를 둘러싼 현재의 교착 상태의 관점에서 볼 때 2000년 1차 남북정상회담의 정신을 되살린다는 목적을 갖고 있음에도 불구하고 청와대는 DJ의 방북 계획이 순전히 개인자격으로 이루어지는 것이라는 공식 입장을 유지해 왔다.
지난주 남북 양측은 제 1차 남북정상회담 6주년 기념식 기간 중 별도로 두차례 만나 DJ의 방북 계획과 관련된 구체적 사안을 논의했다.
정 의장이 이끄는 남측 대표단은 이 만남에서 DJ 방북과 관련된 세부사안을 북측에 제안했다. 남북 양측은 방문 날짜에는 합의했지만 이동 방법과 수행원 규모를 포함한 여타 사안에는 합의를 보지 못했다.
DJ는 최근 연결된 남북 철도를 통해 북한을 방문하길 바라고 있다. 그러나 북측은 군사적 안전보장 부재를 이유로 지난달 남북 철도 시험운행 계획을 일방적으로 취소한 뒤 DJ의 철도 이용 방북 계획에 반대하고 있다.
남북 양측은 단지 DJ가 육로를 통해 북한을 방문한다는 데만 합의를 보았다.
목요일 DJ는 알렉산더 버시바우 주한 미국대사를 만나 방북 계획에 관해 논의했다. 이 만남에서 두 사람은 북한의 미사일 발사 계획이 국제 사회에서 북한의 고립을 더욱 심화시킬 거라는 데 의견을 같이 했다.
