President Roh Moo-hyun will appoint Chon Hyo-suk as the new president of the Constitutional Court on Wednesday, Cheong Wa Dae officials said yesterday.
Chon, currently serving at the nine-member court, will become the Constitutional Court`s first ever female chief judge.
Chon`s appointment is subject to approval by parliament, which is to hold a confirmation hearing soon after her nomination.
But it is unclear whether the Assembly will endorse her, as the main opposition Grand National Party is questioning the fairness of Cheong Wa Dae`s personnel decisions.
The GNP and the minor Democratic Party have been questioning Roh`s personnel decisions, saying the president is once again placing his favored aides in key posts. Chon passed the bar examination in 1975, the same year as the president.
She was also the only person to present a minority opinion upholding the president`s capital relocation plan in 2004. Eight of the court`s nine justices agreed with the court ruling that the reform agenda was unconstitutional.
"A number of colleagues of President Roh have already taken seats of prosecutor general, chief judge at the Supreme Court and judge at the Constitutional Court. If (Roh) designates (Chon), this is another version of the president placing his favored aides at key posts," said DP spokesman Rep. Yu Ki-jun.
"Chon seems to be too progressive to be the head of the Constitutional Court, which balances complicated interests of the society," added Rep. Yu.
Meanwhile, the ruling Uri Party and minor Democratic Labor Party welcomed the announcement by upholding her progressive views.
"The appointment, along with the nation`s first female premier Han Myeong-sook, is significant in breaking the `glass ceiling` in one of Korea`s most conservative professions," said Rep. Noh Woong-rae of the Uri Party.
Chon, born in Seungju, South Jeolla Province, graduated from the law college at Ewha Womans University in 1973 and passed the state judiciary exam in 1975. She served in various posts at the Seoul District Court, the Suwon District Court and the Patent Court until being appointed as senior judge at the Seoul High Court in 2001. Chon was also the first female judge appointed to the Constitutional Court in 2003.
