Pistols were general issue weapons to front-line troops and officers. For example the C96 Mauser was usually issued to non-commissioned troops while the P38 was reserved for front-line officers and rear command staff. So most troopers on the front usually had and genuinely needed a pistol. If your weapon jammed you were defenseless without one.
When in CQC, I find that the C96 really only beats an M1 when the shooter both has the element of surprise and is skillful with the weapon. The sheer power and rate of fire of the Garand easily overpowers the weak damage and equal rate of fire from the C96.
