Culture is a human experience which it is difficult to define, but we recognize it as the totality of ways by which men create designs for living. It is a process of communication between men; it is the essence of being human. Millions of man and women are dangerously deprived of the fruits of culture in the classical meaning of the word. It would be dangerous to support the view that these benefits are the prerogative of the few. This legacy cannot be organized and distributed by a national or universal elite.
