저는 답을 c로 했습니다. 제 근거는 explain이 4형식으로 쓰일 수 없기때문에 needed와 them사이에 to를 넣어야 한다는 것이었습니다.
답이 c가 맞긴 맞는데요, 답지에는 c가 틀린 이유로 are needed를 he needed로 바꾸어야 한다고 하네요. 왜 그런지 설명해주실 분
