여기에서 intention이라는 명사를 수식하는 건 b랑 c가 둘 다 될 수 있는데 왜 답은 c만 되나요??

그리고 사실 우려를 표한 것보다 예산 삭감을 도입한 게 먼저니까 having instituted도 되지 않나요?
