여기서 답이 was잖아요.. 왜 과거를 써요??? this year때문에 과거인건가요?? 근데 지금 고쳐졌다라고 할 수도 있는 거라서 are이 될수도 있지 않나요???

여기서 답이 signs잖아요.. 그런데 이 문장에서 딱히 과거나 미래에 대한 시제가 제시되어 있지 않기 때문에 현재로 의미를 보는 건가요??? 왜 b,c,d는 안되는 거죠???
