왜 저기에 be offered 가 오나요 ??

offered이 수여동사라서 be offered되면 뒤에 to 가 와야되는거 아닌가요?

그리고 be 동사가 원형으로 왜 와요??

be dissppointed with이라고 외웠는데  저기 수동태 다음에 with 이 와야되는거 아닌가요??
