these 는 지시형용사입니다
그 아래 쪽 보면 사람/물건이 여러 개일 때에는 the other 복수명사로도 쓰일 수 있어요 ㅎ
여기서 명사 proposals가 있으니까 그 앞에 other은 형용사가 되어야 합니다.
others는 명사라 쓸 수 없어요 ㅎ
