granting all that, a certain case for tolerance of irresponsibility still has to be made. That is to say, if the Korean press is to remain free it can not have responsibility imposed on it by legislation, judicial interpretation, or any other process. Freedom contains within itself the possibility of irresponsibility. No man is truly free who is not permitted occasionally to be irresponsible: nor is any institution. Responsibility, it goes without saying, is profoundly important: and the highest freedom of all may well be the freedom to conduct one's life and affairs responsibly-but by one's own standards of responsibility. It's a mean freedom in which a mere failure of responsibility brings a jail term or a fine or some other societally imposed penalty.
