여기서 답이 determined 입니다! 근데 주절에 이렇게 과거시제가 나오면 뒤쪽 종속절 시제도 과거형이 되야되는거 아닌가요? is minimal -> was minimal 아닌가요ㅠㅠ?

여기서 답은 are로 나와있는데요.. 왜 have been은 안되는지좀 가르쳐주세요..
정말 not이라는 부정사가 have been not 처럼 뒤쪽에 있어서 안되는건가요 아니면
어법상 맞지 않는건가요..? 해석상으로보면 문제가 없어보여서요..
녹음실 규칙과 규정때문에, 건물 내에서 녹음 장비 소지는 허용되지 않아왔다. 되는거아닌가요..?
