앞에 see to it that 의 that은 목적격 관계대명사였다면, to 뒤의 목적어가 생략됐다고 볼 수 있겠는데
see to it that이 숙어더라구요...

attend to는 '~을 돌보다'라는 뜻으로 동사구인데, 동사구가 수동태가 될 경우 전치사가 없어져서 안됩니다.
능동태 attend to-> 수동태 be attended to가 되어야 하는 거죠.
