이렇게 고치더라도 he needed them은 이상해 보이는데요..
explain의 간접목적어인 them 앞에는 'to'가 붙어야 하지 않을까요?
아예 뒷 부분 them to grant him 자체도 없어져서 제대로 된 문장은
He explained what provisions he needed 'to' them in order for ~~ 이런식으로 가야 하지 않나 싶습니다
