describe가 동사고 the code of couduct (행동수칙)목적어 that(목적격관계대명사-생략)workers are expected to adhere to. 아닐까요. 지금 adhere to N ( ~을 지키다, 고수하다) 인데 to 다음 명사(전치사의 목적어)가 없잖아요.
원래문장은 describe the code of conduct that workers are expected to adhere to. 같아용... (아님 ㅈㅅ)
