저는 여기서 답을 (C) are 이라고 했는데 답이 (A) she 더군요

(주문된 꽃 장식이 도착하지 않아서)라고 해석하고 arrengement와 are사이에 주격관계대명사 'that'이 생략된 문장이라 보고 답(C)를 택했습니다.
답지에는 'that the floral arrangements she ordered will not arrive in'
(그녀가 주문한 꽃장식이 도착하지 않아서)라고 해석하고 arrangement와 she사이에 목적격관계대명사 'that'이 생략된 문장이라 보고 답(A)를 한것같은데
결론은 답 (A)도 인정하지만 답(C) are도 맞는 문장이 아닌가요?
