11번 ----- worries that the government will be unalbe to control the budget deficit,
it is expected that national spending will reach an all time high.

보니까 worries~~~ deficit, 까지가 수식어거품인데 답지에 동사가 없는 거품구라고하던데
저기 보면 the government 뒤에 will be unable이라는 동사가 잇잖아요
그런데 저 that가 형용사절 맞나요 앞에 워리를 꾸며주는
저런 that절 안에 동사가 있으면 전치사가 상관없이 가능한건가요?
그리고 nevertheless는 부사라서 뒤에 워리가 명사 `걱정`이라서 안되는거맞나요? ㅠ
