여기서 틀린 곳을 찾으라는 문제인데요...

정답이 he -> they 로 바꾸어야 한다네요...

여기서 they가 가르키는 것이 bills 아닌가요??

법안들 이것도 사람처럼 they 라고 지칭을 할 수 있는 건가요..??
