North Korea has reportedly stationed an additional rocket section at a launch site in a northeastern coastal town within the last two days, signaling its apparent preparations for an intercontinental ballistic missile test.
Citing U.S. military officials in Washington, Kyodo News agency said yesterday the missile is believed to be a long-range Taepodong-2 test missile which could reach as far as the United States.
However, the missile has not been loaded with fuel, it said. South Korean officials and analysts also confirmed this, saying North Korea has not yet begun fueling the long-range missile, the final step before a possible launch.
With regard to such signs of imminent missile launch, Japan`s Chief Cabinet Secretary Shinzo Abe said yesterday a possible North Korean test of a long-range missile would threaten Japan`s security and violate a moratorium agreement with Tokyo.
News reports from Japan have said there have been signs since early May that North Korea was preparing to test a multiple-stage Taepodong 2 missile.
Ahead of the reports, Reuters cited other U.S. officials Thursday local time, saying that North Korea could launch an intercontinental ballistic missile as early as this weekend as the country has stepped up preparations for the test.
"The North Koreans have been working on it for a while without much of a let up ... We think they are speeding up," a U.S. official was quoted by Reuters as saying, along with other officials` similar assessments.
The officials said Pyongyang`s recent move seems to be for a real missile test rather than just an attempt to regain U.S. and international attention. The United States is now engaged in tackling concerns over Iran`s nuclear pursuits.
According to U.S. officials, satellites recently spotted a missile on a flatbed truck and sighted many people possibly assembling missile components at the Musudan-ri launch facility in the northeastern town.
The officials also believe there may be plans for multiple tests, which would be unusual but not unprecedented for the North.
However, they added the North could still decide to cancel the plan.
If North Korea pushes to carry out a long-range missile test, it would further dim the prospect of the stalled six-party talks on North Korean nuclear program. The reclusive country fired its long-range missile Taepodong 1 over Japan, which fell into the Pacific Ocean, in August 1998,.
Seoul officials view the missile test by the communist state to be a highly dangerous gamble at a time of elevated tension between Pyongyang and Washington.
The South Korean government reportedly conveyed its "grave concern" about a possible test to the North through an unspecified channel last month upon seizing inside information of the missile test plan in May.
On Wednesday, U.S. national security adviser Stephen Hadley warned it would be a "bad idea" if Pyongyang tested. In case of a missile launch, Washington is considering referring North Korea to the UN Security Council. Seoul is reluctant to agree to this referral despite its principle to cooperate with the United States on the issue.
Yesterday Lt. Gen. David P. Valcourt, the commander of the Eighth U.S. Army, said he thinks North Korea`s missile test activities raise regional and global impacts beyond the Korean Peninsula. U.S. forces say they assess the North`s recent activity as a political issue rather than a military one.
The South Korean government also relayed its concern Thursday to the visiting North Korean delegation in Gwangju attending the joint celebration marking the sixth anniversary of the inter-Korean summit in 2000. The North did not explicitly comment on the issue, but reportedly expressed an implicit message of "no worries" over the plan to the South.

교도통신은 어제 미국 군 당국자의 말을 인용해 준비 중인 미사일이 미국을 사정거리에 포함시킬 수 있는 장거리 대포동 2 미사일로 보인다고 보도했다.
그러나 미사일 연료는 아직 주입되지 않았다고 교도통신은 말했다. 우리측 정부 관리와 전문가들은 북한이 미사일 발사전 최종 단계인 연료 주입은 아직 시작하지 않았다고 말하며 이 같은 사실을 확인시켜 주었다.
북한의 미사일 시험 발사가 임박했다는 징후와 관련해 아베 신조 관방장관은 어제 북한의 장거리 미사일 시험 발사는 일본의 안보를 위협하는 동시에 일본과 체결한 미사일 시험 발사 중단 협정도 위반하는 거라고 말했다.
일본 언론 보도에 따르면 지난 5월 초부터 북한이 다단계 대포동 2 미사일 시험 발사를 준비하고 있다는 징후가 포착되었다고 한다.
보도에 앞서 로이터통신은 현지 시간으로 목요일 북한이 미사일 시험 발사 준비에 박차를 가하고 있어 이르면 이번 주말에 대륙간 탄도미사일을 발사할 수도 있다는 여타 미 당국자들의 말을 인용 보도했다.
“북한은 별다른 중단 없이 상당 기간 미사일 시험 발사를 준비해 왔다. 북한이 미사일 시험 발사 준비에 박차를 가하고 있는 듯 보인다”고 로이터 통신은 여타 당국자들이 이와 유사한 발언과 함께 미 당국자의 말을 인용 보도했다.
미 당국자들은 북한의 최근 움직임이 미국과 국제 사회의 관심을 얻기 위한 것이 아닌 실제 미사일 시험 발사 준비인 듯 보인다고 말했다. 미국은 현재 이란 핵 문제를 해결하느라 여념이 없는 상황이다.
미 당국자들에 따르면 최근 정찰위성을 통해 북한 북동부 지역마을 내 무수단 발사시설에서 평대적재함 트럭에 미사일이 탑재되어 있는 모습과 많은 사람들이 미사일 부품을 조립하고 있는 모습이 포착되었다고 한다.
미 당국자들은 또 북한이 여러 번에 걸친 미사일 시험 발사를 준비 중인 것으로 보고 있다. 이는 북한으로선 이례적이긴 하지만 전례가 없던 일은 아니다.
그러나 미 당국자들은 북한이 미사일 시험 발사 계획을 취소할 가능성도 여전히 남아있다고 덧붙였다.

우리측 정부 관리들은 북-미간 긴장이 고조되고 있는 현 시점에 북한의 미사일 시험 발사가 매우 위험한 도박이라고 보고 있다.
알려진 바에 따르면 우리 정부는 지난 5월 북한의 미사일 시험 발사 계획에 관한 정보를 입수한 즉시 미확인 채널을 통해서 그러한 계획에 관한 심각한 우려를 북측에 전달했다고 한다.
수요일 스티븐 해들리 미 국가안보보좌관은 북한의 미사일 시험 발사 계획은 어리석은 생각이라고 경고했다. 미사일 시험 발사를 실시할 경우 미국은 북한을 유엔 안보리에 회부하는 방안을 고려하고 있다. 우리 정부는 이번 문제와 관련해 미국과 협력한다는 원칙에도 불구하고 유엔 안보리에 회부하는 방안에 동의하기를 꺼리고 있다.
어제 데이비드 밸코트 주한 미8군 사령관은 북한의 미사일 시험발사 활동은 한반도를 넘어서 지역 및 전세계에 영향을 미칠 것으로 본다고 말했다. 주한미군 당국은 북한의 최근 미사일 활동을 군사적 이슈라기 보다는 정치적 이슈로 평가하고 있다고 말하고 있다.
우리 정부는 또 목요일 2000년 남북정상회담 6주년 공동 기념행사 참석차 광주를 방문한 북측 대표단에게도 이 같은 우려를 전달했다. 북한측은 이 이슈에 관해 분명히 언급하지는 않았지만 알려진 바에 따르면 미사일 시험 발사 계획과 관련해 우리측에 걱정하지 말라는 암묵적 메시지를 전달했다고 한다.
